Steam requirements show that this game is 10gb but the file i downloaded is 3gb. Even after extracting the archive, it’s still far from 10gb. Is this normal, or was the steam version uptaded after this file was uploaded ?
probably just as you think.i downloaded a copy elsewhere that was told to be a “Aug 2023” version has the same issue as this one. EU4 version may have the full content of the game since the changelog says the makers are now shifting the whole game from EU4 to EU5,and the EU4 version has beed developed for a long time.

It is saved in AppData, meaning it is shared across each version and you dont have to rewrite anything, just launch the new version
